The Kelly Group

The Kelly Group was founded by Richard M. Kelly, a former police detective and FBI Counterterrorism official. Mr. Kelly's experience in local law enforcement, a career with the Federal Bureau of Investigation, and the private sector spans over 25 years and built the foundation for The Kelly Group.

Mr. Kelly was previously employed as a Supervisory Special Agent, Unit Chief with the Federal Bureau of Investigation, beginning his career in Los Angeles, CA, where he investigated major white collar crime, Foreign Corrupt Practices Act matters, violent crime, and domestic and international terrorism matters. He was promoted to FBI Headquarters where he assumed a variety of leadership positions in the Counterterrorism Division following the terrorist attacks of September 11, 2001.

During his tenure at FBI Headquarters, he served as the FBI management official overseeing the Anthrax investigation, special assistant to the Assistant Director of the Counterterrorism Division, and Supervisory Special Agent assigned to the Counterterrorism Executive Staff.

Mr. Kelly was promoted to Unit Chief, Counterterrorism Division, and in this capacity was charged with leading the FBI through several high profile outside inquiries regarding counterterrorism operations, including the 9/11 Commission, the WMD Commission, as well as several sensitive Department of Justice, Office of Inspector General investigations.

Mr. Kelly also served as senior FBI representative to the National Counterterrorism Center, Directorate of Strategic Operational Planning, where he worked with members of the Intelligence Community as a member of an interagency steering group on a broad array of strategic initiatives and programs addressing counterterrorism and global security issues, including drafting of the National Implementation Plan.

In his last assignment prior to leaving government service, Mr. Kelly served as the first Chief of the Office of Strategy, Communication and Policy Management within the Counterterrorism Division. This office was critical in the Bureau's transformation from a pre-9/11 law enforcement agency to the post-9/11 intelligence driven global member of the Intelligence Community it is today.

Mr. Kelly left the federal service to pursue an opportunity as the first Director of Global Security for a publicly traded multi-national company. In this Chief Security Officer role he was responsible for building the first global security program across a diverse organization that spanned 55 countries, with over 450 locations.

During this private sector assignment, Mr. Kelly was promoted to the position of Chief Compliance Officer and was assigned the senior responsibility for building and formalizing the company’s global Ethics and Compliance program.

Mr. Kelly holds a Bachelor of Arts Degree in Sociology/Criminal Justice from Bloomsburg University of Pennsylvania, and a Master of Public Administration from the University of Oklahoma. Prior to his entry into the FBI, Mr. Kelly served an eight year career as a police officer in Pennsylvania, where he attained the rank of Detective Supervisor, investigating all major crimes violations.

Mr. Kelly is a Board Certified Protection Professional, CPP, accredited through the American Society of Industrial Security (ASIS), he is a member of the Society of Former Agents of the FBI, ASIS Chief Security Officer's Roundtable, and the International Security Management Association (ISMA).
